FFL Transfer Policy

Maccabi Arms LLC is a licensed Type 01 Federal Firearms Licensee and a Class 3 Special Occupational Taxpayer. FFL 4-34-035-01-9H-09666. We receive incoming firearm transfers for customers in Northeast Ohio and complete them by appointment.

WHAT A TRANSFER IS

If you buy a firearm online, from an auction site, or from a private party in another state, federal law requires that the firearm be shipped to a licensed dealer near you. You complete ATF Form 4473 and the background check with that dealer, and take possession there. Acting as your receiving dealer is what we mean by a transfer.

HOW IT WORKS

1. Contact us first. Email [email protected] or call 216-770-6432 before your firearm ships. Tell us who is sending it, what it is, and roughly when it is coming. This one step prevents almost every problem that happens with transfers.

2. We send our license. We send a signed copy of our FFL directly to the sending dealer or individual, or we upload it to the seller’s portal. Ask the seller to reference your name on the shipment so the package can be matched to you when it lands.

3. The firearm arrives. We log it into our acquisition and disposition record the day it arrives, as federal law requires, and we contact you to schedule your appointment.

4. You come in. You complete Form 4473, we run the background check, and once it clears you take the firearm home. Take your time inspecting it before you sign; once the transfer is complete the firearm is legally yours.

WHAT TO BRING

A valid, unexpired government-issued photo ID showing your current residential address. In Ohio that is typically your driver license or state ID.

If the address on your ID is not current, bring a supplemental government-issued document showing your present address, such as a vehicle registration, a voter registration card, or a valid hunting or fishing license. Federal law requires the address on the 4473 to be your actual residence.

Active-duty military stationed in Ohio should bring military photo identification along with official orders showing the duty station.

Payment for the transfer fee and any applicable background check fee.

TRANSFER FEES

Standard transfer — $30 per firearm.

First responder and military — $20 per firearm. Active and retired law enforcement, fire, EMS, and military. Bring your credentials or ID to the appointment.

NFA transfer — $100 per item. Covers receipt, registration, and the paperwork we handle on our end. The ATF tax stamp and any fingerprint or application processing fees are separate and are paid to third parties.

Multiple firearms on the same shipment — $30 for the first, $20 for each additional. This applies when several firearms for you arrive together on one shipment. First responder and military pricing is $20 per firearm regardless of how many arrive.

Payment is due at the time of transfer.

A surcharge of 3 percent applies to credit card payments and is disclosed before you pay. Cash and other non-card payments are not subject to the surcharge.

WHO CAN RECEIVE A TRANSFER

You must be a resident of the State of Ohio, at least 21 years of age for a handgun or at least 18 years of age for a rifle or shotgun, and legally eligible to receive a firearm under federal, state, and local law.

Out-of-state residents may take possession of a rifle or shotgun here where federal law and the laws of both states permit it. Handguns must be transferred to a dealer in your state of residence.

BACKGROUND CHECKS, DELAYS, AND DENIALS

Every transfer requires a NICS background check. Most return a Proceed within minutes.

A Delayed response means the FBI needs more time. We hold the firearm and wait for the response. Federal law allows a licensed dealer to complete a transfer after three business days if no final determination has been returned, and we exercise that discretion case by case.

A Denied response means the FBI has determined you are prohibited from receiving a firearm. We cannot complete the transfer and we cannot appeal the decision on your behalf. Appeals run through the FBI Criminal Justice Information Services Division, and information on the Voluntary Appeal File is available directly from them. The transfer fee covers work already performed and is not refundable in the event of a denial.

If a transfer cannot be completed, the firearm is returned to the sender at the owner’s expense, or transferred to another party you designate who is legally eligible to receive it.

NFA TRANSFERS

As a Class 3 SOT we receive and transfer suppressors, short-barreled rifles and shotguns, and other NFA items. An NFA transfer requires ATF approval on the appropriate form and an approved tax stamp before the item can be released to you. We handle the registration and paperwork on our end, and as a Powered By Silencer Shop dealer we can process your fingerprints and application electronically.

The item stays in our custody, registered and secured, until the stamp is approved. Approval times are set by ATF and are outside our control. We contact you the day it clears.

SENDING DEALERS

Dealers and private sellers shipping to us should request our signed license by emailing [email protected] or calling 216-770-6432. Please mark the outside of the package with the buyer’s name, and include a copy of the invoice or a packing slip inside so we can match the firearm to the right customer on arrival.

Notify us of the tracking number when the package ships. Because we operate by appointment, a shipment that arrives unannounced may sit with the carrier.

STORAGE AND ABANDONED FIREARMS

We hold a received firearm at no charge for 7 calendar days from the date we notify you of its arrival. We contact you the day it lands and we will make reasonable attempts to reach you by phone and email during that week. If you need more time, tell us before the seven days run out and we will work with you.

After the seventh day, a storage fee of $5 per calendar day accrues until the firearm is picked up. Storage charges are payable in full before the firearm is released.

A firearm that remains unclaimed 90 days after arrival, where the owner has not responded to our attempts to make contact, is treated as abandoned under applicable Ohio law. At that point we may return it to the sender at the owner’s expense, transfer it to a party the owner designates, or dispose of it as permitted by law and apply the proceeds to outstanding fees. This provision exists because a licensed dealer remains legally accountable for every firearm in its book, and we would much rather call you than invoke it.
